Willow Hill – Reroute Along Road (infrastructure), HR Green
The design phase began on 7/2/18. Public information meetings were held in August & September 2018, then follow up resident meetings were held. The preliminary design was approved by MSD and a project update was presented to the public on October 8, 2019 but have required modifications in order to address utility conflicts and MSD required easements. MSD has approved the revised plans and the next step is easement acquisition. Easement acquisition is beginning in May 2020. An updated schedule for construction will be included in future updates.

Robin Hill Lane/McKnight Lane Bank Stabilization, Intuition & Logic
The design phase began on 7/2/18. Public information meetings were held in July and October 2018 and sixteen follow up property owner meetings took place since that time. The preliminary plans were approved, and easement documents are being prepared. Easement acquisition is beginning in May 2020. An updated schedule for construction will be included in future updates.

Deerfield/Wakefield storm sewer improvements, HR Green
The design phase began on 7/23/18. Preliminary design and evaluation of various design alternatives has been taking place. This project will be constructed in two or three phases over the next several years and the City is working through review of the various alternatives.

South Tealbrook Drive storm sewer improvements, Hart Engineering
The design phase began on 7/2/18. A field review was completed, meetings with the impacted residents impacted has occurred, the preliminary plans were approved by MSD, easements have been obtained, and now the final plans and bid documents are being prepared. Construction is scheduled for 2020.

Babler Lane storm sewer improvements, EDM
The design phase began on 9/24/18. A Public Informational Meeting was held on January 29, 2019 at Ladue City Hall where the pipe alignment was presented. MSD provided comments on the preliminary design which required additional design work. The City has been meeting with impacted property owners and is waiting for a decision from a key property owner. Redesign will be required if permission will not be granted for an easement. Easement acquisition is on hold until this determination has been made.

McKnight Road Traffic Study (I-64 to Litzsinger)
In 2019, the Cities of Ladue & Brentwood hired CBB, the cities on-call traffic engineering consultant, to conduct a study of McKnight Road between Litzsinger and I-64. Two joint public open houses took place; on May 15, 2019 and October 30, 2019 to obtain feedback from the public and then to present potential solutions for implementation. Solutions included signalization options. The public comment period was open until November 15, 2019. The Cities of Ladue & Brentwood reviewed the public comments and determined that the solutions as presented will not be adopted. There may be some minor solutions implemented, outside of suggestions identified in the study, by the respective municipalities. The study will be closed out once CBB provides Ladue and Brentwood with the final documents.

Intersection Improvements at Warson Road and Conway Road
In 2019, a traffic study was completed for the Warson corridor at Conway Road. Concerns in this area include high traffic volumes including Ladue High School traffic, traffic back-ups at the intersection, delays in turning from side streets onto Warson Road, and neighborhood cut-through traffic. The study began in January 2019 with a kick-off meeting. CBB collected data. The first Public Information Meeting took place on March 12, 2019 and over 20 households were represented. CBB analyzed the data that has been collected and the ideas and concerns presented by the public and presented their findings to the City and Public at a second Public Open House meeting which was held on July 18, 2019. The four options that were presented included a round-a-bout, a mini round-a-bout, a traffic signal without the addition of turn lanes, and a traffic signal with the addition of turn lanes. The Public Works Committee recommended that one of the signalization options be implemented and the City has reached out to impacted property owners. The City determined to proceed with the addition of left turn lanes on Warson Road with signalization of the intersection. Federal Funds were applied for in February 2020 for the project design, ROW, and construction and that funding application is in the process of being prepared. The City will learn whether the funding application was successful or not in the Summer of 2020.

ADA Sidewalk Improvements Phase II & Funding application
The City has begun the implementation phase of the ADA transition plan which identified both sidewalk and facility improvements that need modification in order to work toward ADA compliance. The first project in the ADA implementation plan was the sidewalk modifications to Clayton Road in the Business District between I-64 and Conway Road which were completed Summer 2019 (Phase I). Phase II was awarded to SBC Construction and includes ADA sidewalk improvements on Clayton Road, west of Warson Road. Construction began in April 2020 and will be complete by mid-May 2020.
The City will continue to improve the sidewalks on Clayton Road over the next several years and will seek Federal Funds to offset some of the costs. A funding application was submitted in February 2020 for sidewalk replacement on the north side of Clayton Road between Price and McKnight and the City will learn whether the application was successful or not in the Summer of 2020.

Dielman Road Improvements (80% Federally Funded for ROW & Construction)
The City applied for Federal Funds for Dielman Road Improvements in February 2019 and learned that the application was successful. The City has executed a program agreement with MoDOT, issued the RFQ for engineering services, conducted interviews for the three most qualified firms for the project in March, and selected CMT for the engineering project. City Council approved the engineering contract with CMT at their April 27, 2020 meeting and design will begin in May 2020. Dielman Road is one of two remaining roads identified for sidewalks in the 2012 Sidewalk Implementation Plan. Sidewalks will be installed on the west side of Dielman between Ladue Road and the northern municipal boundary near Tamarack. Improvements to the pavement will also be part of the project. The sidewalk will connect to sidewalks that have been installed in Olivette on Dielman Road. Federal Funding will pay for 80% of the right-of-way and construction costs.

Edie’s Mulch Site
The City applied for and obtained a Municipal Park Planning Grant to develop a master plan for the 14.5-acre site which is currently being utilized as a transfer station for the City’s leaf and mulch program on approximately 3 acres of the site. Public meetings were held in 2019 along with a community input survey and a Master plan was adopted by City Council in September 2019. The master plan for the property includes a trail and small parking area as first priority amenities. The
property is located off S. 40 Drive and is along the Deer Creek corridor. The property will be significantly impacted by MSD’s Deer Creek Sanitary relief sewer project which will be under construction on this site from Fall 2020 – Fall 2021.
The City will be seeking funding to begin development of the park but must also coordinate with MSD’s Deer Creek Sanitary Sewer replacement project that traverses the property.
Honeysuckle clearing began which was done by volunteer residents and the City’s BOSTA Committee on November 16, 2019. As of now, the City plans to apply for the Municipal Park construction funds in August 2021 for implementation in Calendar Year 2022.

2020 Asphalt Pavement Program
Bids were solicited and received for the 2020 asphalt pavement project. The locations that will be milled and overlaid as part of this project are McKnight Road shoulder (Lindworth to Litzsinger), Clayton Road Park subdivision alleys, Gilbert, and Kortwright. Additionally, there will be placement of a concrete curb and gutter on Gilbert Avenue. Bids were received in February from seven companies and Ford Asphalt Company, Inc. submitted the lowest bid. The project was awarded to Ford Asphalt on April 6, 2020 and construction begun in late April and will be complete in May 2020.
